The gap between policy intent and real outcomes isn’t a communication problem. It’s a systems problem — and it’s solvable.

My work is about making governments deliver — building the performance systems, governance structures, and accountability frameworks that close the gap between what policy promises and what people actually experience. I’ve spent a career doing this work in both official languages, across some of Canada’s largest and most complex public sector environments.

Senior leaders bring me in when the stakes are high and the margin for error is low — when they need someone who understands how institutions actually function, not just how they’re supposed to.

Originated the conceptual framework and design architecture behind the Enterprise Health Approach — a risk-based service and digital oversight model informing Canada's Policy on Service and Digital reset.
Led business readiness and national deployment for a major service modernization initiative — coordinating delivery across a coast-to-coast network and ensuring continuity through a high-stakes transition.
Designed and implemented an enterprise performance framework for the entire core federal public service — spanning 100+ organizations — supporting whole-of-government service and digital policy.
Developed an internal service accountability framework encompassing all corporate service lines, improving coherence and enabling evidence-based management decisions.
Unified fragmented policy domains — IT, cyber, data, and information management — into a single performance framework, improving coherence, enabling data interoperability, and eliminating duplication across the federal enterprise.
